Kathmandu. The government and Dr. A seven-point agreement has been signed between Dr Govinda KC and Dr Govinda KC. With the agreement, Dr. KC has ended his hunger strike. Member of the House of Representatives, Pukar Bam, and Health Advisor to the Prime Minister, Dr. In the presence of Dr. Jagdish Prasad Agrawal, the government talks team and Dr. A memorandum of understanding (MoU) was signed between Dr KC.
As per the agreement, a 300-bed teaching hospital would be set up at Shahid Dasharath Chand University of Health Sciences based in Geta, Kailali. Necessary human resources, equipment and infrastructures will be arranged for the operation of the hospital. Preparations for faculty, human resources, curriculum approval and other necessary preparations would be completed immediately.
As per the agreement, the government will present a proposal to forward the amendment process to the Martyr Dasharath Chand University of Health Sciences Act-2082 within the current session of the federal parliament within a maximum of three months. The Medical Education Commission has agreed to determine seats only in accordance with the National Medical Education Act, Regulations and the specified criteria. The number of seats will not be increased in private medical colleges, but the number of seats in public educational institutions can be increased as per the need.
The agreement also states that the existing provision of scholarship will be maintained. Similarly, the Ministry of Education and Sports will submit a proposal to the government to form a high-level taskforce to study the implementation of the legal provisions to operate medical teaching institutions as non-profit and service-oriented organizations.
It is stated in the agreement that the federal and state governments would prioritize and coordinate with the expansion of necessary infrastructure and services to make the people of the far-west and bordering areas self-reliant in health, education, transportation and employment. The agreement also pledges to take stern action as per the law against those involved in the murder, arson, looting and destruction that took place on September 7 and 24, 2002 and to carry out an impartial investigation into the incidents of corruption and crime involving high-ranking politicians and officials since 2046 BS.
Similarly, a taskforce comprising representatives from the Ministry of Education and Sports, Ministry of Health and Food Hygiene and Medical Education Commission will be formed within three months to study the implementation status of past agreements. A monitoring committee will be formed under the coordination of Secretary at the Office of the Prime Minister and Council of Ministers for monitoring the implementation. Secretary at the Ministry of Education and Sports Chudamani Poudel and Secretary at the Ministry of Health and Food Hygiene Dr Yubaraj Khatiwada are in the team. Joint-Secretary at the Ministry of Education and Sports Chandra Kanta Bhusal and Bikash Devkota were also present on the occasion.
