Employees banned from using social media during office hours

Kathmandu. KATHMANDU — The government has enforced a new code of conduct for civil servants with the aim of making the public administration more disciplined, transparent and accountable.

The government has tightened the administrative sector incorporating provisions ranging from banning the use of social media during office hours, public expression, dealing with service recipients, privacy, no provision to accept gifts and maintaining government decorum.

The Ministry of Land Management, Cooperatives and Federal Affairs has published ‘Code of Conduct-2083 BS’. The Ministry has implemented this code of conduct a few days ago and directed all the employees to fully follow it.

The move is also seen as a continuation of the government’s administrative reform campaign. Earlier, the government had set the target of making the bureaucracy impartial, professional and disciplined and effective implementation of the employees code of conduct.

The government claims that the new code of conduct has come as an implementation of this. The government has tightened the code of conduct at a time when complaints related to public expression, use of social media, delay in service delivery and discipline of employees are increasing in recent period.

Some time ago, the code of conduct was introduced for the Chief Administrative Officer of the rural municipality and now the government is preparing to tighten the staff of the entire administrative sector.
