Constitution amendment should further expand citizens’ rights: Gagan Thapa

Kathmandu. KATHMANDU: Nepali Congress President Gagan Kumar Thapa has said the constitution amendment should focus on further expansion, consolidation and deepening of the rights of the citizens.

Speaking at a programme entitled ‘Nepali Congress’s Perspective on Constitution Amendment’, Thapa said the constitution amendment process was natural and welcome. He insisted on the need of review of the new constitution as it is about a decade after its promulgation.

“It is welcome to amend the constitution in the context of further expanding, expanding and deepening the rights of the citizens, not to abridge them,” he said. “It has been 10 years since the promulgation of the Constitution of Nepal through the Constituent Assembly. The Constitution also envisages a review. In some cases, the federal parliament has even made a provision to review it after 10 years. ’

Thapa also expressed the view that some issues should be aware from the beginning while amending the constitution. Recalling that the constitution was promulgated at a difficult time during the transitional period after the armed conflict, he said the state had made agreements with various agitating sides from time to time to establish greater ownership and ownership over the constitution.

“We have to be aware of two or three things at the outset,” he said. This constitution was drafted out of the difficult situation of the transition period after the armed conflict. Therefore, the state has compromised with various movements at different times to establish common ownership and ownership over the constitution. ’

He stressed on the need of keeping the historical background of constitution writing, political consensus reached and protection of citizen’s rights at the centre while moving ahead the debate on constitution amendment.
