7-point proposal sent to disgruntled faction of NC made public

Kathmandu. KATHMANDU: Nepali Congress (NC) Vice-President Bishwa Prakash Sharma has sent a 7-point agreement proposal to the disgruntled factions within the party. The proposal, which was sent internally on May 30, was made public after no response from other parties for 16 days.

The proposal titled ‘Let’s all move forward together’ has urged the party to move ahead in a united manner by forgetting past differences by accepting the political situation seen after the special general convention.

The first point of the proposal states that the party should move ahead unitedly by forgetting all disputes by accepting the special general convention held as per the Article 17 (2) of the party statute, the update made by the Election Commission and the final decision made by the Supreme Court. Likewise, a provision has been proposed that disagreement over the process and outcome of the special general convention can be raised orally or written as a political agenda in the closed session of the 15th general convention.

Likewise, the resolution has also pledged not to discriminate against any member on the basis of participation in the special general convention or not.

The second point is to complete the works of the active membership update within the stipulated time in course of the preparation of the 15th General Convention and to move ahead by clarifying the ambiguities in the statute in this regard.

The third point proposes to give a respectable role as a ‘senior leader’ in the central committee to senior leaders who have contributed to the party for a long time.

According to the fourth point, it has been proposed to respectfully include those who have been in the central committee in the past or not, who are willing to fulfill their responsibilities, in the central committee in a respectful manner and to ensure proper participation in the work execution committee. Likewise, the party is of the view that all members of the central committee should be elected representatives from the ward level, ending the old tradition of automatically becoming representatives in the general convention.

The fifth point has proposed respectful participation and cooperation in the election committee, discipline committee and active membership management committee to conduct the 15th general convention.

The sixth point proposes to form the 15th general convention management committee as a part of the central committee while the seventh point states that the leaders willing to work in the sister and well-wisher organizations should be given the responsibility of the president, office-bearers or as per their qualifications and wishes.

The proposal of Vice-President Sharma was an attempt to create a base for dialogue, collaboration and unity by ending the dissatisfaction seen in the party after the special general convention.
