Kathmandu. CPN-UML General Secretary Shankar Pokhrel has said that 50 lakh people will fall into the cycle of poverty if all those who do not have land ownership certificates are removed. He said this on social media.

“If the policy of evicting all citizens without land ownership certificates is implemented, there is a risk that some 50 lakh people will be directly or indirectly pushed into a cycle of poverty,” he writes. ’

A total of 1,209,585 people including 98,502 landless squatters, 180,293 landless squatters and 930,790 unsystematic settlers have applied for the same. Stating that there are estimated to be a few thousand real landless people still outside, Pokharel writes, “It is believed that there are around 1 lakh squatters and unorganized settlers in Kathmandu itself. ’

Stating that the parliament has already made legal provisions to address these problems, he said, “The decision to remove structures built by more than 9 lakh unsystematic settlers is sure to cause losses worth billions of rupees.” ’

“This is not just a matter of demolition of structures, but it is a complex socio-economic question related to the lives, jobs and existence of the people who have migrated from the hills to the cities,” he said.

According to him, although the Kathmandu Metropolitan City (KMC) and the Land Commission have agreed to collaborate on the issue, the problem has become more complicated as complete data is not available yet.

“It is imperative to thoroughly study the existing laws, statistics and realities of people’s lives before taking a policy decision on this sensitive issue,” he said.
