‘Abuse of authority is not a minor error, a serious challenge to state legitimacy and social justice’: President Bhandari

Kathmandu. President Ram Chandra Poudel has said the misuse of authority was not a minor mistake but a serious challenge to the legitimacy of the state and social justice.

Addressing a programme organised to mark the 35th establishment day of the Commission for the Investigation of Abuse of Authority (CIAA) in the capital on Wednesday, he said the Commission should work more effectively to instill the belief among the general public that no one is free from legal accountability on the basis of power and position.

“The abuse of authority is not a minor mistake, it is a serious challenge to the legitimacy of the state and social justice,” he said. There is still a need for the commission to work in such a way as to make the general public believe that no one is free from legal accountability just because they have power and position. ’

“The abuse of authority is not only a violation of law but also a deep blow to the people’s faith, confidence and dreams of the future,” he said. “When public power is used for personal interests, the bridge of trust between the state and citizens is weakened,” he said. “It will create frustration with the system of governance, weaken faith in the rule of law and damage the basic values of democracy,” he said.

President Poudel said the unnecessary greed for power, power and wealth would lead people towards corruption by misusing process, system and system. He, however, believed that corruption could be controlled if the conduct, behaviour and practices were improved.

“Control of corruption is possible if integrity, morality, impartiality, transparency and fearlessness are promoted as a way of life,” he said, adding that discipline and ethics system should be developed by making policy, system, technology and attitude improvement efforts effective. ’

Stating that strengthening democracy, economic development, good governance, social justice and prosperity were common wishes, he said the fruits of democracy could not be taken to people’s doorsteps without good governance and transparency.

“End of abuse of authority and control of corruption is the main condition for achieving development and prosperity as per the aspiration of the people,” he said, adding that all types of corruption must be brought under the ambit of investigation to materialize the concept of good governance, social justice and prosperity expected by democracy. ’

Stating that the goal of the constitution and democratic republic was the country’s prosperity through easy, smooth service delivery and good governance, he said that all should be focused to meet this goal. He also urged the younger generation to understand the aspirations expressed through struggle in the same context.

President Poudel said the fight against corruption was not only the responsibility of an organization but it was not the responsibility of the state organs, political leadership, bureaucracy and civil society.

“The struggle against the abuse of authority is ultimately a struggle for justice, equality and good governance,” he said, adding, “Only through this struggle will we be able to restore citizen’s confidence, strengthen democracy and hand over a clean, capable and trustworthy state to future generation.” ’

Stating that strong political commitment was the first condition for controlling corruption, he expressed the belief that the administrative sector would also be guided by this if there is a positive change in the work culture of the political office-bearers.
