. The Election Commission (EC) has sought clarification from the Kathmandu Metropolitan City. The EC has written to the KMC expressing its concern over the provision of basic health services to people above 70 years of age and above after the enforcement of the election code of conduct-2082.
According to the commission, a formal letter has been written to the metropolis after the audio-visual material of the statement given by the acting mayor was received by the commission in this regard.TAG_OPEN_p_7 According to clause (a) (c) of Clause 5 of the Election Code of Conduct, new policies, plans or programs not included in the annual budget and programs cannot be announced, approved or implemented during the election period.
However, the code of conduct states that such programs can be conducted only with the approval of the commission in case of an epidemic of communicable diseases or an emergency outside the control.TAG_OPEN_p_6
In this context, the Commission has sought a clear answer on whether the so-called door-to-door health care program launched by the Acting Mayor was included in the annual budget and program.TAG_OPEN_p_5 The EC has directed the metropolis to submit a certified copy of the document to the commission within two days of receiving the letter, if the program is included in the budget and program.
After the commission’s letter, the metropolis is preparing to submit its clarification along with the necessary documents.TAG_OPEN_p_4
