Kathmandu. The meeting of the Law, Justice and Human Rights Committee has discussed and collected suggestions on the report of the Inspection and Observation Sub-Committee on the Human Rights Situation of Detainees and Detainees in various jails and detainees, 2083 BS.
Likewise, discussion was held regarding endorsement of the report submitted by the Sub-Committee on Human Rights of Children in Child Correction Homes, 2083 BS.
Inspector General of Police (IGP) Dan Bahadur Karki briefed the meeting about the management of prison and detention and search for the absconding prisoners.
Inspector General of Police (IGP) Karki said the security personnel had to take a long time to shift the prisoners and detainees by adopting various security measures due to the incidents that took place in prisons in Saptari, Siraha and Banke.
He said that taking a decision on the issue of detention and prison transfer at the earliest would help in stopping the damage and organized activities that may occur there.
According to him, 682 people who absconded during the Jenji movement are yet to be arrested. Similarly, out of 13,589 absconding prisoners, more than 3,000 are yet to be arrested.
“The number of people who have escaped from prison is huge. The number of inmates is more absconding than the number of prisoners we have kept in the jail. They are absconding in the country and abroad. There is also a situation where people are absconding,” he said.
He stressed the need of integrating the details of cases registered at various government bodies in the Central Records System (CRS) of Nepal Police in order to reduce the number of absconding people.
According to him, problems have surfaced as the details of cases filed by the Forest, Money Laundering, Revenue, Commission for the Investigation of Abuse of Authority and Department of Foreign Employment have not been submitted to the CRS on time.
“Since these cases are not sent to the CRS system of the police, the information is stored in different systems from the time the case is being conducted,” he said.
IGP Karki said that although there is a policy of making the CRS of Nepal Police a central CRS system, the required information from other bodies has not come to the police system. He stressed the need of linking the details of cases and accused of all bodies in an integrated system.
