Kathmandu. KATHMANDU: A meeting of the Education, Health and Information Technology Committee held discussion on the National Forensic Science Laboratory (Establishment and Operation) Bill, 2081 BS.
Minister for Science, Technology and Innovation Mahabir Pun said that the principle of inclusion should be given priority while appointing employees at the National Forensic Science Laboratory.
He added that although it would be appropriate to include inclusive appointment provision in the bill, there are challenges regarding how effective its implementation would be in practice.
“It would be nice if we could make inclusion a priority when hiring staff. But now, if you look at the ministry, it doesn’t seem to be inclusive. So, the question is whether it is possible in practice or not,” he said.
He was of the view that the provision of inclusion should be included in the bill keeping the future in mind. Stating that provision of inclusion should be included as the bill has been brought from the National Assembly, he expressed the belief that its implementation would be done gradually.
Minister Pun also stressed the need for clarity on the human resources required for operating the National Forensic Science Laboratory. According to him, although administrative staff and sanitation staff are required for the operation of the laboratory, other large number of manpower is not required.
“The National Forensic Science Laboratory is mainly related to the operation of the laboratory, administrative staff and sanitation workers. Apart from that, a large number of manpower will not be required,” he said.
Minister Pun was of the view that although human resources are required for the construction of the lab and for the purpose of voluntary labour, the necessary work could be managed by the employees themselves.
