Kathmandu. The Rastriya Swatantra Party (Rastriya Swatantra Party (RSP) has directed its federal parliamentarians not to appoint family members and close relatives as personal secretaries. The party has issued basic criteria for the appointment of personal secretaries and has stated that nepotism and nepotism have been completely prohibited.
The internal directive issued by RSP General Secretary Bipin Kumar Acharya states that the lawmakers should keep the party’s statute, principles of good governance and public accountability at the centre while appointing their personal secretaries. According to the directive, a member of the same family or a close relative cannot be appointed as a personal secretary.
According to the party’s statute and the main policy of good governance, members of the same family or close relatives are completely prohibited while appointing a personal secretary. The directive states that appointments should be made from outside family and relatives. The government had recently decided to allow the members of the Federal Parliament to appoint private secretaries.
Following the decision of the Council of Ministers, the amendment has been made in Schedule 2 of the Act Related to Remuneration and Facilities of Office-bearers and Members of the Federal Parliament, 2073. According to this provision, every parliamentarian can now appoint a private secretary of the third class (like a section officer) gazetted.
However, the RSP has stressed on the need to make the process of appointing private secretaries transparent, frugal and accountable to the people to ensure the utilization of facilities provided by the state treasury. The party has urged the lawmakers to select their personal secretaries only on the basis of qualification, capacity, efficiency and professionalism.
