Kathmandu. Minister for Law, Justice and Parliamentary Affairs, Sobita Gautam, has said that the government itself is bound by the rule of law.
Releasing a video posted on social media Facebook on Sunday morning, she said that the government itself would be bound by the rules under the rule of law.
“In the rule of law, the government itself is bound by the rules. The government can work under the laws made by the legislature. The Constitution of Nepal has envisaged a three-tier structure – federal, provincial and local. ’
Minister Gautam said the constitution has envisaged three tiers of structures – federal, provincial and local.
She went on to say that there is a constitutional provision that an ordinance could be brought as per Article 114 of the constitution if it was necessary to do something immediately when the parliament session has not been held.
She claimed that although it was natural to criticize the ordinance for misuse in the past, this time the context is different.
“The incumbent government has almost two-thirds majority in the parliament. So you don’t have to hide anything or whisper behind the scenes. ’
She said that the government has brought the ordinance to remove legal obstacles to address the issues of the people swiftly and effectively.
“The government wants to address the issues of the people swiftly and effectively, so the ordinance has been resorted to to remove legal hurdles,” she said । ’
