Kathmandu. The Special Court has begun hearing on a corruption case filed against suspended Mayor of Bagmati Municipality Bharat Kumar Thapa.
A division bench of Justices Narayan Prasad Poudel, Umesh Koirala and Bidur Koirala is hearing the case on Tuesday.
The Commission for the Investigation of Abuse of Authority (CIAA) had filed a corruption case against Thapa for embezzling more than Rs 567.1 million in the name of construction of Machhapokhari. The Commission for the Investigation of Abuse of Authority (CIAA) The accused have been accused of embezzling millions of rupees from the federal and provincial governments in the name of constructing fish pond in the forest area of Sagarnath Forest Development Project located in Province 4 and 12.
The CIAA has also sought a recovery of Rs 56.71 crore each from Mayor Thapa, Deputy Mayor Leela Kumar Moktan and former minister Bijay Kumar.
Bimal Kumar Pokharel, Sagar Poudel, Bishwaraj Pokharel, Niranjan Lamichhane, Bijay Kumar, Gokul Bhujel and Leela Kumari Muktan have also been named as defendants in the case. The defendants have been accused of constructing illegal structures including ponds in the name of construction of fish ponds as per the existing Forest Act, 2049 and the prevailing Forest Act, 2076.
It has also been alleged that the then Minister for Financial Affairs and Planning, Bijaya Kumar, signed an MoU and provided Rs 300 million in grant for the construction of the pond from the Madhes Province government time and again.
