KATHMANDU: The National Natural Resources and Fiscal Commission (NNRFC) on Thursday made public the performance indicators of the provinces and local levels as per the performance evaluation procedure. None of the provinces could get 50 per cent marks.
According to the commission, if you are not satisfied with this issue, you can apply to the commission for review with the basis and evidence. Such an assessment is used as one of the grounds for recommending financial equalization grants in the budget for the next fiscal year 2083/84. The government gets more subsidies to get more marks.
Far-Western Province in first place

According to the results of the commission, the far-western province has been able to remain in the first position. This province has 45. It got 70 points. Koshi is in second place. He is 44. It got 29 points.
Bagmati is in third place with 42 points. It has 46 points. Gandaki is in fourth place with 37. It has 91 points. Madhes is the weakest province. It is 27. It got 28 points.
The commission gives points to the provinces on the basis of a total of 11 indicators. The first indicator is the arrears seen from the total audit of the fiscal year 2080/81.
The second indicator is the reason for the province’s refusal to provide conditional grants to the local level as per the law. The third indicator is that the province has not paid 40 percent of the amount allocated for vehicle tax in the monthly local consolidated fund.
The fourth indicator takes into account the budget expenditure allocated in the same fiscal year. In the fifth year, the revenue mobilization status has been taken in the same year.
Apart from this, the details of financial equalization grants to the local level have not been given till mid-April, the projected details of the income and expenditure for the coming fiscal year have not been given to the Ministry of Finance till mid-January, the annual review of the budget of the last fiscal year, the quality of air at the local level, the percentage of increase in the area covered by the forest area and the issue of keeping the indicators in the online portal on time are also considered as the evaluation indicators.
