Kathmandu. The Labour and Culture Party has proposed to tighten the open border and implement the visa system.
Labour Culture Party Chair Harka Raj Rai (Harka Sampang) and Labour Culture Party lawmaker Aren Rai registered the amendment to the Human Trafficking and Transportation (First Amendment) Bill-2083 BS.
Clause 18 of the proposed bill provides for the prevention and control of human trafficking at international borders, international airports and potential human trafficking and trafficking sites. There is a provision to add to the provisions of Section 27A of the original Act. It is stated that “the Government of Nepal shall make arrangements for surveillance at international borders, international airports and potential places of human trafficking and smuggling for the prevention and control of human trafficking and trafficking.” ’
If there is any suspicion of an offence of human trafficking or smuggling, the officer deputed for monitoring should immediately give such information to the investigating authority or the nearest police office.
By amending the proposal to make this additional provision, the Labor Culture Party has proposed that the visa system should be implemented by tightening the open borders. Harka Sampang, president of the Labour Culture Party, and MP Aaron Rai have proposed that the law should be written in the Act to “strengthen the visa system by tightening the open borders”.
The government has brought the bill with the objective of protecting the dignity, freedom and fundamental rights of the people affected by human trafficking which is spread across the world as organized crime.
The bill was tabled in the House of Representatives on July 3 by Minister for Women, Children, Gender and Sexual Minorities and Social Security, Sita Badi. It has already been discussed in principle in the House of Representatives. After this, the lawmakers proposed amendments to the bill.
According to Minister Badi, the bill has been introduced with the objective of ensuring access to justice to the victims of trafficking and those at high risk of trafficking, bringing those accused of human trafficking in the country and abroad to the ambit of law and widening the scope of punishment.
The bill seeks to make all three tiers of governments responsible by forming mechanisms at all three levels as per the federal structure to control human trafficking and smuggling.
Similarly, the provisions in the supplementary article on prevention, suppression and punishment of trafficking in persons, especially women and children, under the United Nations Convention against Multinational Organized Crime, are to be incorporated in the Act.
Presenting an amendment to this bill, the Labour and Culture Party has proposed to tighten the open border and implement the visa system. Along with this, 111 amendments have been made to the Human Trafficking and Transportation (Control) (First Amendment) Bill, 2083. The MPs have proposed 111 amendments in 28 groups.
