KATHMANDU: The Nepali Congress (NC) has decided to donate half a month’s salary of its lawmakers to the party’s relief fund for the relief of the people affected by floods and disasters.
A meeting of the NC parliamentary party held on Monday reviewed the loss of lives and property in the recent floods and discussed the issues of rescue, relief and rehabilitation of the floods affected by the floods, said NC Chief Whip Basana Thapa.
“We have also decided to deposit half a month’s salary and half a month’s salary in the party’s relief fund,” she said. ’
During the meeting, the lawmakers were briefed about the situation and incidents witnessed by the party leaders and lawmakers in course of on-site monitoring in the flood-affected areas.
Thapa said that further support to the affected people was also discussed while paying tribute to those who lost their lives in the disaster.
According to Thapa, the NC parliamentary party has also decided to take initiative with the Speaker to conduct the meeting of the federal parliament as soon as possible. The NC has concluded that it is necessary to run the House to make public the details of the people disappeared in various places due to floods and local problems through the parliament and draw the attention of the government for resolution.
Thapa said that the party lawmakers and leaders have been instructed not to gather unnecessarily so that the rescue work in the flood-affected districts is not obstructed. She said that if there is a need to go to the affected areas, only one or two people have been instructed to go and search for the locals and make necessary coordination.
Thapa said that the Nepali Congress has concluded that the ‘one-door’ system adopted by the government is not effective in distributing relief. He said that although the one-door system is appropriate for collecting financial aid, the local and provincial governments should be given the responsibility for the distribution of relief.
“The local level knows more than those living in the federal government how many houses were located, how many families were affected and how to provide relief to whom,” Thapa said.
She urged the government to give the responsibility of collecting data of the affected people and distributing relief to the local and state levels. She said that although the relief was adequate, its management was not effective.
Stating that women and children were the most affected by floods and disasters, Thapa urged the bodies working in the field of women and child rights to facilitate in relief and rescue operations.
Stating that the local and provincial governments have not been able to work effectively when the federal government has focused all the responsibilities on itself, she said that the local and state governments should be given the necessary rights, resources and responsibility during the time of disaster.
The federal government should coordinate with the local people’s representatives and provide necessary support to them, he said.
