Kathmandu. KATHMANDU: The District Administration Office, Kathmandu has given a month’s ultimatum to the hostels operating at the private level in the Kathmandu Valley to improve the standards and fully comply with the rules. <\/p>\n
The administration issued this directive after receiving serious complaints that students were being treated inhumanely in hostels, exorbitant fees, poor infrastructure and the use of drugs has increased. <\/p>\n
Some hostels have been fined up to Rs 3 lakh and sealed during regular and emergency monitoring by the administration in recent times. <\/p>\n
The district administration has directed all private hostel operators to make a 21-point arrangement within a month, citing the death of students in a clash inside the hostel, poor sanitation and quality of food and poor security arrangements. <\/p>\n
According to the notice issued by the administration, now all hostels will have to compulsorily register and renew with the prescribed authority and will have to publish the fees and rates in a transparent manner for all to see. <\/p>\n
Similarly, there should be a compulsory agreement between the hostel owner and the hostel owner, and if the hostel is operated by renting another person’s house, then the house rent agreement must also be made with the house owner. <\/p>\n
CCTVs must be installed in places other than sensitive places like rooms and toilets keeping in mind the security sensitivities. <\/p>\n
There should be a round-the-clock warden and personal security personnel in the hostel and the hostel operator, warden and all the students staying in the hostel should submit their updated personal details to the nearest police office. <\/p>\n
Likewise, the administration has issued strict directives to strictly ban the use and sale and distribution of any kind of narcotics, alcohol, cigarettes and tobacco products by strengthening internal security inside the hostels. <\/p>\n
In terms of infrastructure, hostels operating for both men and women will have to mandatorily have separate office and residential buildings. Each room should be spacious and adequately ventilated, there should be a well-managed library and study room, and there should be alternative arrangements for clean drinking water, electricity and internet. <\/p>\n
Hostels have to maintain cleanliness and quality of food, fire extinguishers and first aid kits are mandatory for emergency situations and phone numbers of government agencies should be pasted for emergency contact. <\/p>\n
The notice states that an environment of safety and dignity should be created by behaving humanely to the students and people living in the hostels and the students should also behave in a dignified and disciplined manner. <\/p>\n
The hostel operators have been asked to make arrangements to prevent the neighbours from making noise in the vicinity of the hostel site. In addition, the students should be entertained from time to time and training should be organized at least once a month to maintain dignity and discipline. <\/p>\n
Assistant Chief District Officer and Information Officer Khimraj Bhusal said that stern action would be taken against the private hostel operators not fulfilling these criteria within a month.<\/p>\n","protected":false},"excerpt":{"rendered":"
