Kathmandu. KATHMANDU: Nepali Congress lawmaker Khadka Bahadur Budha has raised serious questions on the good governance and independence of the constitutional bodies of the incumbent government. <\/p>\n
Speaking at a meeting of the House of Representatives on Thursday, he said the news on passport printing and purchase process has raised questions on good governance and rule of law in the country. <\/p>\n
He made it clear that if any irregularity is proved, no matter who is guilty, regardless of position or access, should be brought under the purview of law. <\/p>\n
“The issues and incidents that have come to light in connection with the printing of passports have raised serious questions on good governance and rule of law in the country,” he said. The Nepali Congress wants to make it clear that if there is any irregularity in the purchase of passport printing, then whoever is the leader or minister of our party, no matter how powerful or inpositional, should be brought to book. We will have full support for a fair and lawful investigation. \u2019<\/p>\n
He also expressed concern over media reports that the chief of the Commission for the Investigation of Abuse of Authority (CIAA) was held hostage in the Office of the Prime Minister and Council of Ministers. Claiming that even the Prime Minister has accepted the issue, he argued that the environment for the constitutional bodies to work in an impartial manner would be weak in such a situation. <\/p>\n
“It was reported in the media that the chief of the Commission for Investigation of Abuse of Authority (CIAA) and others were being held hostage at the Office of the Prime Minister and intimidated for the past few days. We raised the question in the parliament, but later the Prime Minister himself admitted it in the Chitwan assembly. <\/p>\n
Our constitution has envisaged an institution like the CIAA as a powerful and constitutional body. The essence of this is that the CIAA should be able to investigate the government and everyone fearlessly, whether it is the Prime Minister or the former Prime Minister. But how can such a CIAA conduct an impartial investigation into the works of the prime minister and the government when the prime minister’s advisers have created a situation where the chief of the constitutional body is hostage?” <\/p>\n
Accusing the Prime Minister’s advisers of creating pressure on the constitutional bodies, he demanded an impartial investigation into the government’s performance. <\/p>\n
He also objected to the news that the passport printing agreement was scrapped and the old company was being pressured to provide work at a higher rate. He demanded that the government should conduct a serious inquiry into the matter, saying it would indicate corruption. <\/p>\n
Lawmaker Budha urged the government to abide by the constitution and laws, warning that irregularities and misuse of power in the name of good governance would not be acceptable. <\/p>\n
He made it clear that his party would support an impartial investigation into the passport purchase scam and action should be taken against whoever is guilty.<\/p>\n","protected":false},"excerpt":{"rendered":"
