Kathmandu. The first session of the parliament after the election to the member of the House of Representatives held on March 4 is beginning from today. <\/p>\n
The meeting of the House of Representatives has been summoned for 2:00 pm today at the multipurpose hall of the under-construction Federal Parliament Building at Singha Durbar. <\/p>\n
President Ram Chandra Poudel on March 30, on the recommendation of the Council of Ministers, had summoned the session of both houses of the federal parliament for today. <\/p>\n
Senior-most member Arjun Narsingh KC will read out a letter regarding the convening of the House session and inform about the formation of the Council of Ministers. <\/p>\n
Spokesperson of the Parliament Secretariat, Ek Ram Giri, said that all preparations including physical, security, technical and human resources have been completed for conducting the meeting. However, the meeting of the upper house of the Federal Parliament (National Assembly) will be held at the National Assembly Chamber at the Federal Parliament Secretariat. <\/p>\n
As per the constitutional provision, the President has to summon a session of the Federal Parliament within 30 days of the declaration of final results of the House of Representatives. The Election Commission on March 19 had submitted the report along with the results of the 2082 election to the members of the House of Representatives. The newly-elected parliamentarians took oath of office and secrecy on March 26. <\/p>\n
In the 275-member House of Representatives, 182 members of the Rastriya Swatantra Party, 38 of the Nepali Congress, 25 of the CPN-UML, 17 of the Nepali Communist Party, seven of the Labour and Culture Party, five of the Rastriya Prajatantra Party (RPP) and one independent lawmaker are taking part in the House of Representatives. <\/p>\n
Top leaders to address <\/strong><\/p>\n The agenda of the meeting has been set for the members to put their views on the basis of party lines on the occasion of the beginning of the session. <\/p>\n According to General Secretary of the Federal Parliament Secretariat Padma Prasad Pandey, Rastriya Samajwadi Party President Rabi Lamichhane, CPN-UML Parliamentary Party leader Ram Bahadur Thapa, Nepali Communist Party Parliamentary Party leader Pushpa Kamal Dahal ‘Prachanda’, Labour and Culture Party’s Harka Sampang and Rastriya Prajatantra Party’s Gyan Bahadur Shahi are scheduled to address the meeting. <\/p>\n However, the name of the leader to address the party is yet to be decided. <\/p>\n Three ordinances to be introduced in the House of Representatives<\/strong><\/p>\n Three ordinances are being tabled in today’s meeting. Home Minister Sudhan Gurung is likely to table the ‘Voters’ List (First Amendment) Ordinance, 2082′, ‘Election to the Members of the House of Representatives (First Amendment) Ordinance-2082’ and ‘Nepal Special Service (Second Amendment) Ordinance-2082’. <\/p>\n General Secretary of the Federal Parliament Secretariat, Padma Prasad Pandey, said that the senior-most member KC would table the proposal to carry out works and activities as per the House of Representatives Regulations, 2079 until the House of Representatives formulates its regulations as per the Article 104 of the Constitution of Nepal. <\/p>\n There is also a possible agenda to nominate members who will preside over the meeting in the absence of the Speaker. <\/p>\n Speaker Election Table to be Released <\/strong><\/p>\n Today’s meeting would announce the schedule for the election of the Speaker. The all-party meeting held on Wednesday had agreed on the schedule for the election of the Speaker on April 5. <\/p>\n As per the agreement, KC, the senior-most member of the House of Representatives, would fix the date for the election to the post of Speaker of the House of Representatives as per Rule 7 of the House of Representatives Regulations, 2079. <\/p>\n At the end of the meeting, the Speaker will present the condolence motion on Constituent Assembly members and former members Rishikesh Gautam, Mohammad Aftab Alam, Amod Prasad Upadhyay and Homnath Dahal.<\/p>\n","protected":false},"excerpt":{"rendered":" Kathmandu.
